A failure to dispense water has several causes:
1. By far the most common is a water line is frozen inside the freezer door. This happens when either the freezer is set really cold or the frig is getting old and the foam is failing in the door. Once the foam begins to break or crack inside the sealed door, it leaks freeezing cold to the water line. Operate the dispenser and listen for the click of the water solenoid. If you can hear the click, chances are very good that the water is trying, but can't get through.
If you must prove this to yourself, break the fitting below the door where the water enters. Try the dispenser and see if water flows into a cup. If yes, the line in the door is surely frozen. Thawing a line frozen in the door can be done several ways. The easiest takes patience; just turn the freezer warmer and wait a few days. Second turn off the refrigerator for a day or do and let it thaw out. Third is a new door with fresh insulation.
Trick of the Trade: If the problem returns there is a trick. An unusual method requires inserting a short piece of weed wacker cord into the last few inches of the water spout. If the line freezes again, pull out the line along with a small plug of ice. It usually freezes close to the opening. A few brands provide a heater kit.

If the line is not frozen, there is a problem with the valve or the water bladder behind the crispers may be frozen. This is far less likely but not a difficult repair.
2. An old clogged filter is another possibility although intelligent customers will often figure this out themselves. Usually there will still be a small trickle from a bad filter.
